When Rishikesh remained a part of Uttar Pradesh, the International Yoga Festival was organized by Uttar Pradesh Tourism. It is being marketed in Rishikesh by the state tourism departments and the Uttrakhand Tourism Development Board. Initially, it was hosted in the first week of February at Hotel Ganga Kinare. This festival ran for several years at the exact same location and time.
In 1999, Uttar Pradesh Tourism requested that the World Yoga Festival be held at the Parmarth Niketan Ashram in Rishikesh. The meditation and yoga lessons, as well as other programs, were held at the Parmarth Niketan Ashram, with participants staying at various hotels and ashrams.
